There is already a cheats detectors in the server.
If you have seen a cheater while admins offline press F8 to take a screenshot go to reports full the report format and make sure you have clear proofs.

The fact is that there is no anti-cheat that can eliminate all cheats. As Abdullah told you, make a screenshot to later write a complaint about the rule breaker
